 This right here is the crux of the problem. By default, the client is selecting two mutually exclusive characteristics. S long as each is listed as a requirement rather than the client having the option of choosing among "Rising Talent," "Top Rated" or "Either Rising Talent or Top Rated" every proposal will trigger an alert that a listed criteria is missing. That's not an issue of some freelancers being adversely affected or frustrated or whatever--it's a clear flaw that creates a situation in which literally no one can fulfill all listed criteria.

Hi Tiffany,

 

In Preferences the client gets to choose Job Success score:

- Any

- 90% and up

- 80% and up

 

If they choose 90% or 80% and up they can then choose:

- Include Rising Talent

- Don't Include Rising Talent

 

 

If they choose to include Rising Talent, then freelancers who either have JSS higher then the client specified OR Rising Talent badge will not get warning. Freelancers who are neither Rising Talent nor have JSS higher than specified percentage will get the warning.

 

For example, for a job where the client selected Job Success score of 90% and up AND Include Rising Talent you will not get any warning. Although you are not Rising Talent, you still meet client's preferences because your JSS is higher than 90%.

2) It will ONLY trigger the alert if the freelancer is NEITHER top rated NOR Rising talent as Valeria has explained.

If that's true, then it's a fix (and I'm glad to see it). A month or two ago there were many people here reporting that although they were top rated, they were getting flags because they didn't have rising talent designation.

 Yes it is true, and yes, there was briefly a bug which created exactly that issue. The people complaining since are neither 90% + OR Rising Talent so yes, they do see the alert.

I doubt that all clients know that rising talents do not have a JSS at all. A client looks for a freelancer with a high JSS at first and then he selects a rising talent who may be talented as well but has not proven his success on Upwork yet? Why should he do this? Maybe because he expects that he gets the work cheaper from the rising talent.
