Friends - A client of mine wants to rate me, but it's over 14 days since the contract was closed.   Is there a way to open the contract or allow the client to rate me at this late date??

If you go to your My Jobs page and view the contract, under "Terms & Settings" there should be a button to enable the client to leave/change feedback.

Since it's already closed, it will be under "All Contracts."

In the future have the Client close the contract. When a client closes a contract they HAVE to leave feedback. both private and public. They can't continue unless they leave feedback.
