Can anyone explain about it, what is happened here?

The +1 means some other freelancers boosted their proposal more than you and that you are not in the 3 top spots. The client still can see your proposal and can decide to hire anyone he chooses to.

Yes, I know that
and after some time Upwork charges that 1 connect again
Charged 1 connect
Refunded 1 Connect
Again Charged 1 Connect

There is a line missing in your exemple. How many Connects did the job required initially (without boost)? Those Connects have to be charged somewhere.

For exemple, if a job requires 4 Connects, you boost 2, you are outbided, you will see +2 and -2, but you will see a -4 somewhere.
