I just bought 40 connects. Now, I want to cancel this purchase and also want to upgrade to the plus membership. Is it possible to cancel this purchase?

No, it is not possible.
Nor is there any need to cancel the purchase.
If you upgrade to a plus membership, all of the connects you purchased before doing so will be retained.

It's strange that my account has just only 2 connects now. Why didn't they add connects after buying it?

This is not correct.
I think you may find that considering it is a legal right, it will be possible to cancel. I am a little puzzled why you would claim otherwise.
