I don't know why that guy keeps giving really terrible advice, but you have to wait for approval. Someone here can't look at your profile and magically approve it. We're just freelancers unless there is an Upwork logo. That's an employee.

Zubair,

If you go to Find Work> Profile, you'll see that the notification about your profile being under review is no longer there. Also, you will be able to send proposals to jobs.
