In Elance you can get by doing only fixed jobs.
Upwork on the other hand, seems to encourage hourly jobs.
There is a criteria on some jobs that you have to work a number of hourly jobs to be qualified.
That is fine for hourly work, but it doesn't make sense for a freelancer who prefers and only work on fixed jobs.
My suggestion is to remove the hourly criteria for fixed jobs.

Michael, I used to prefer fixed rate work and maybe still do, but oDesk, before it became Upwork, was always like that. It's up to the client to specify 100 hours, 500 hours, or even 1000 hours, but on the other hand there are clients who don't specify hours. You can still apply for these jobs if you choose to do so and explain in the cover letter why you should be hired even though you don't have the hours, but be aware there's a chance that your application might be 'auto hidden' by an algorithm so the client won't see your letter but you will lose 2 connects regardless.

Answer: The former Odesk doesn't have escrow protection for fixed jobs.
As a result, the fixed rate jobs at the former Odesk was littered with scams, and because of this many Odesk freelancers prefers hourly jobs which has a protection.
By merging with Elance, there is an implied notion that some of the features of Elance would be adopted by Odesk.
For example, Odesk adopted the Elance connect system, which discourages proposal spamming, and Elance's membership plan for more active freelancers.
The next Elance feature that was adopted by the former Odesk was fixed-rate escrow protection, which was announced in December 2014, and was implemented in January 2015.
This means, that an Odesk freelancer can now work on on fixed rate jobs with protection.
Since Elance is now merging with Odesk to be Upwork, it is understandable that some Elance users who prefers fixed rate jobs want to continue to do so without limiting their options.
Upwork is supposed to be an upgrade from Elance and Odesk, and not a downgrade.
Michael, you make good points, but it's not quite as clear cut as you described it. True, fixed price escort protection was an upgrade, but before then oDesk freelancers had the option specify an upfront payment when applying for fixed price jobs, and the client would be required to pay the upfront payment if they accepted the application, so that protected freelancers and also allowed them to get paid earlier. When fixed price escrow was added, upfront payment was removed. Protection aside, another advantage for me when working on a fixed price job is not having to pay attention to the time tracker. Because it takes screenshots at random times, I have to make sure everything that is on the screen is related to the job or risk a dispute. I cannot even answer a skype message without first turning off the time tracker, answering the message, then turning on time tracker again. So I don't agree with your statement that the oDesk user base preferred hourly jobs. I'm sure many did, but I wasn't one of them. I have had many hourly jobs, but quite a few of them were with clients who first hired me for a fixed rate job.

That's exactly the reason why I prefer fixed jobs.
Another reason is, I conceptualize ideas using a sketchbook, and sometimes take photos of textures and backgrounds outside the building.
I use my Wacom tablet and designing softwares only after the planning stage.
Some designing methods can't be tracked with a timekeeping software.
