Just some advice:
Good freelancers--the ones you really want to hire--have systems in place to capture your job posting the FIRST time you post a great job. They might be busy but will usually respond as quick as they can. It is not necessary to constantly repost the same job over and over, or update your posting to make it float to the top.

Hi Jeri,
On some cases, clients are allowed to post a job more than once. If you see a job that has been posted several times, you may flag the job as inappropriate, and tick-off the "Spam" option. This will be sent to our Marketplace Quality team to be reviewed, and actions will be taken against it if they find it necessary.

I agree about the repetitive posting (though some clients post a job in different ways, such as hourly and fixed price, to capture different subsets), but I'm not sure what these "systems" are. I don't "capture" anything on Upwork...I just scroll through the first couple of pages in my feed if I happen to have time to take on new work.
