Is it legal to client report freelancer who applied on a job just because he don't fulfill client's expectations? I just saw a job post where client say that he will report and block.

Of course it is "legal" - which law of what country would it possibly break?

It is also pointless, and nobody would care if the client did indeed bother to report.

Such nonsense in a jobpost is a surefire sign that you should quickly press the "back" button and not apply, because clients who tell you that they are a pain before you even work with them are great, it makes it easy to avoid them.
