I included freelance work experience from the Upwork platform in my resume. However, Upwork does not issue work or contract completion letters. Now, the hiring manager and background verification team are asking for an offer and job completion letter from Upwork. How can I obtain such a letter? Is it possible to export or print a contract completion letter from Upwork, or where can I request it?

You can download your earning certificate, or share profile link.
Upwork will not issue any letters because you did not work for Upwork. It is just a market place.

How can i dowload earning certificate for specific time duration currently its allow only for last 12 month. I want for specific duration Sep 2020 - April 2021. Please help on this.

That's not possible, you need to download it periodically to include all periods you have been active.

I really needed this for the contract i completed on upwork. My onboarding process is blocked due to this certificate. BGV team saying that this is the mendadory document that i have to submit else we can not proceed further. Shall i create ticket for this request might be the upwork backend helps on this.

Ashraf is correct. You don't work for Upwork, so you will never get a letter saying you do, or confirming work, earnings, etc. You will have to enlighten me, because I do not see the issue. I work and volunteer with people across many realms, and no one I know has ever said they needed a letter from a third party platform.
This doesn't make sense. Have you been hired through an Upwork contract? And it was completed? What do you mean, your onboarding process? More information is needed, because currently, this makes no sense.
