Restarting Upwork business after long hiatus

I've done some projects back in 2012 and 2013 (with great feedback from clients) but haven't done anything here since 2013. 

I'm trying to restart my Upwork business, but having hard time getting any jobs. 

As far as I understand it could be related to not having Job Success Score (no jobs comepletesd un 24 months) and not being Rising Talant (not a new account) at the same time. 

Any advice for restaring my Upwork business? Is there any way to get either Rising Talant status or transferring old jobs to Job Success Score?

Clients rely on social proof in the form of reviews from other users to determine the reliability and skills of a potential freelancer. New freelancers are at a disadvantage in this situation, as are those who don't have a recent work history. You can attempt to overcome this by adding work examples to your profile and inviting outside clients to add their testimonials.
