Hello,
I returned to Upwork after some time gap (3 years) and have this sneaking and nagging suspicion that my profile is freezed up. i have submited numerous proposals but have not got any success and my connects in running out rapidly. i was a Rising Talent back then and have many jobs and many happy and satisfied clients. How can i know for sure my account/profile is not in frozen state?

If you can apply, it's not frozen. Upwork is a very different and FAR more competitive place than it was 3 years ago.
