Returning client fee

I have been working with client, there's an active contract where I have billed more than 1k, so my upwork fees are reduced to 10%

 

Now my client needs to end existing contract and re-hire me on new contract for some financial matters.

 

So, my query is if they end active contract and make new contract will I be charged 20% again? or as they are returning client I will be charged just 10%?

 

And what about if I propose them new contract? what I'll be charged 10% or 20%?
