Reverse an upwork withdrawal to payoneer

I made a $12 withdrawal from my upwork account to my payoneer account. Apparently I was told by their customer support that I need to receive a payment of $2000 dollars to my payoneer account before I can make a withdrawal, so I was wondering if there is a way i can reverse the transaction and get my money back to my upwork account.
