Rising Star CATCH 22

can't apply for most jobs w/o Rising Star status, can't get that status until complete some jobs. Catch-22. What is workaround? I paid for this service.

Of course you can. What's stopping you?

You can apply for any job you want to regardless of the client preferred qualifications.  You don't have to bid in the suggested range (I never do), you don't have to stick to their per-project budget (I also never do that).  The only one I really pay attention to is location because if they are looking for someone onsite I am probably not interested in that.
