Hello, 

It's possible Upwork emailed me the Rising Star Talent Application but I don't recall. 

How can I request Upwork to resend?

There's no need to apply for it. If and when you are eligible, UW will confer it. You can learn about the eligibility criteria here: https://support.upwork.com/hc/en-us/articles/211063228-Become-a-Rising-Talent

Thank you Phyllis. The only criterion I hadn't completed was the Upwork Readiness test. I just completed the test successfully. 

Hopefully I receive the invitation shortly.
