Rising Talent Eligibility

I think i am Eligible for rising talent. Completed almost 5 contracts with 5 stars and follow all thing in terms of risng talent. 

 

Can some please take a look and see if i am eligible or let me know the reasons.

You have a JSS so you don't qualify for Rising Talent.
