Rising Talent badge and certification approval

First question:

I had a Rising Talent badge at one time.  It was removed because I was inactive for a period of time.  Will it return now that I'm active again on Upwork?

Second question:

I have a Hubspot certification badge on my profile that's still waiting for approval, months later.

 No, because you have a Job Success Score, and you can't have both (Rising Talent and a JSS)

The next badge you could aim for would be the Top Rated badge.
