Rising Talent qualification, but not Top Rated?

I don't know if clients can target people who are "Rising Talent" but not "Top Rated", but it seems so. Can you please let me know if this is a bug, or is it really possible for a client to choose "Rising Talent" alone which makes "Top Rated" not qualified?

Everyone on the internet is offended by something and so do I. I would pass on this one if the tooltip said "You are over-qualified" rather than "You do not meet this qualification" 🙂
