Rising talent badge with $0 earining

Hello there!, recently I saw a freelancer with rising talent badge on his profile when he has 0$ earning. Now I'm wondering how that can possible? Please anyone who can answer!?

Hi Muhammad,

Once a freelancer is qualified they will receive an email confirmation, the badge will be awarded on their profile in up to 48 hours. To learn more about the requirements check out this Help Article. Thank you.
