Rising talent badge

Help, I have completed my profile to 100% for more than two weeks now but I am yet to get the rising talent badge.

Just pretend it doesn't exist. In effect, it is a sort of lottery. It was discussed in great detail (with some squabbling) at Alas! Raising Talent badge.
