How can I get a rising talent badge on my profile?

I have seen some profile who haven't started any work and still having rising talent badge.

Can anyone help me on this?

If you check the article shared by Omar, it was noted that - 
"...we look at a variety of factors when determining whether to award Rising Talent status. This includes client feedback, the overall strength of your profile upon submission, including prior experience and skills and your educational background, as well as the opportunities available in the market. Therefore, even new freelancers who have yet to complete any projects on Upwork can be admitted into the Rising Talent program."

If you meet the eligibility guidelines listed in the article and qualify for the program, you will receive a notification in your account.
