Roll Em Up - Music Proposals

Hello everybody

Have a situation here...

I submitt a proposal for a job, they ask for finish a song already half way, so I see in the proposal is possible to attacht a file, I atthacht a low quality mp3 musical draft for the proposal. Later, read that everybody does that. But wondering... they have 20 proposal, they dont hired nobody... Could they use just listen what people sent to them and just ¨get help¨ from there... ?

I guess this can happens in others categories, like audio, composition, etc...
