Its focus on the United States and higher-earning freelancers will grow revenue per job and create an atmosphere for premium work.

I wonder what is a higher-earning freelancer ... it's been a quiet summer and still quiet

In its quarterly report/call, Upwork defines "larger relationships"—the bulk of its revenue—as client-freelancer histories that generate >$1000 in billings. Chances are it judges freelancers by the same metric.
