Sending finished work in a proposal

Is it allowed to send the done work in a proposal or it is against the rules?

If the client asked for free work, it's against the rules. 

If you just send it for free without being asked, you can do that, but why would you, you would never get paid.

Could you please clarify if a client requested for the work to be submitted as part of the proposal?

For starters, a freelancer needs to be hired on a contract on Upwork, covered by the appropriate Payment Protection program, in order to be able to get paid and benefit from the protection systems we have in place.
