Service Fee back to 20%

Hi. I've been working under same company but had to lower my rate for some reasons so they ended my contract and offered me a new one, all the same with the one ended except for the lowered rate. Upon checking the billings, I saw that the service fee charged to me is back to 20%. Shouldn't be my earnings combined with my previous contract since it's still the same company? I was charged 10% service fee prior ending the contract since I have reached more than $500 earnings. Hoping you could help me with this. Thank you so much.
