Help! I had a technical problem with the file I was modifying for a client and lost 1.30 hour of work... Should I bill them when I redo the work? A part of it? not at all?
I think the problem came from their file.

This is an excellent question.
Ultimately, I think the answer is going to depend on the circumstances of an individual situation, and it will depend on the precise nature of an individual client-freelancer relationship.
I HAVE run into situations like this.
My own personal tendency... which in no way represents any kind of policy for Upwork... is that I will probably not bill a client if I totally made a technical mistake with a file that lost time.
But if the problem came from their file? There is not one second of work that I wouldn't bill them for. Their file? Their problem? Then they're paying me for my time.

I agree with Preston. If the issue is because of something on my end I would never think of billing the client.
