A potential client initially emailed me asking me to perform a job for half of my posted hourly rate. I politely declined saying that my rate was non-negotiable. They came to me again asking me to do the work -- for half my rate -- and when I declined again, they insulted me with the following message:

Is this worth reporting or should I just move on?

Who would you report it to? And to what end?
There's no upside for you giving these people any more thought. There are plenty of good clients out there.

Report them for what? Bad manners? There is no profanity, no swearing, no threats or racism or anything that is reportable.
Think, "Ah well, sour grapes because they can't afford me!" and move on.
