So many spam jobs, Why???

I have encountered so many spam job posts these days. Why Upwork is allowing such job posts with unverified payment methods? Here is the link to one of them: **Edited for Community Guidelines**

Because Upwork doesn't care.  They make money either way.

I guess that's the reality. They don't care at all. I didn't get a job since July. My proposals are not even getting noticed. It sucks!!
