In your screenshot, I see 'Hires: 1' as the client's intention to hire 1 freelancer. It doesn't mean he has already hired.

Most likely all proposals have been either withdrawn or declined.

I am not clear how this is possible. Lets say client has another job post and has hired for 'that' job post. Then why is 1 hire shown in 'this' job post

Usually when I apply for a job post I see there are 10 proposals within 10 minutes of posting. I is strange to see that that client has hired so fast and there are no applicants
