I had the same issue. Sent a request to Support and it was escalated because "it requires more research."
On a hunch I tried submitting a proposal from the Upwork app and it gave me a notification saying I could
not do so because my address was not updated. It was indeed incomplete. I completed my address in the app, and hey presto, I am now able to submit proposals. It is a pity that the website did not give me this specific message. I think Upwork should treat this as a bug and have the website set right.

Upwork's error messages appear to be as useful as the "check engine" light on my car's dashboard.
I write every response off-line, then copy-paste. If I get an error, I'm still OK. If the error occurs again, I save my response in my "Pending" file offline, then work on fixing the error. The problem is that when my "check engine" light comes on, I open the hood to be sure the engine is still there. It is, and I have no idea what to do from there.
Hi Bill, Sorry to hear about the error. Please try to update your Contact Info and check if this will work. Please go to Settings> Contact Info> and update all your contact details. Let us if you are still encountering the same error.
