Sorry, we were unable to save your application

i am trying to submit proposal but system alerts with the following error:

"Sorry, we were unable to save your application.
You've reached the maximum number of tries for Uploading your ID. Please contact customer support."

 

 

can someone tell me how to resolve this issue.
