That's unfortunate you have come across these spam posts. Unfortunately, there is no perfect solution. Flag + report + ignore and move on

As long as there are freelancers who participate in scam jobs, there will be scammers who post the jobs. The scammers are going where the money is. Not complicated.
In the meantime, flag them and move on. Upwork actually takes jobs down pretty quickly when they are flagged and when they match scam jobs that they've seen before.
