Why UpWork has more scammers & spammers than genuine clients? I mean they post the job, ask for test assignments, and that's it. They never respond back. Upwork must take strong action against those spammers and scammers.

If you're not part of the solution, you are part of the problem.
Every time you do free work you are part of the problem.
Clients are NOT allowed to ask for free work, so how about you don't do free work and flag the job instead, choosing the option "client is asking for free work."
