We just recieved an update from our Engineers and technical issue for submission of proposals as well as the Client History is now restored. So sorry for the inconvenience.
I have cleared the browsing data and cookies as you recommended. I also changed the browser but the issue still persists. I am attaching the screenshot for your reference.

I have the same problem posting a new job.
So I think it is a upwork problem on server side.
Unfortunately there is no possibility to contact upwork with technical issues of the website.
