Submit process popup disappears

I don't know if anyone every experiences this, but when go through the submit proposal process the following occurs.

I start filling in the various parts of the submit information, milestones, time, cover letter, answer questions... If I happen to click outside of the area (not even sure where the boundry is) the popup goes away. I have to reclick the submit button to get back. Most of the information I put in is still there, but some information, like milestones and duration have been errased. I don't remember now, but I think I remember some of the uploaded files also disappeared. 

I find this really irratating and a waste of time. Does anyone else experience this behavious? Why can't the submit be an actual window rather than a popup?
