there is any limit to submit the proposal in a day/week? I am not talking about the connections. how many proposals we can submit a day like 5,10,15??

 and what is the method of submitting the proposal of Top freelancers?? and what is the best time?

There is no limit on how many proposals you can send in a day. As long as you have enough Connects, feel free to submit proposals.
