Submitted proposals

Hello! I was wondering for a couple days what means submitted proposasl, when client hires someone the proposal disappears from submitted proposals? Are these proposals that one might have hope for still? If I'm in the correct I can deduce that few clients are actually hiring, many clients after days of posting the job just close it, and the majority are no hiring anyone, if I'm right.
