Submitting a proposal

Tried to submit a proposal.  It told me to update my profile from $3.00 per hour, which I did.  Will not let me get past this point to submit the proposal.  Why?

Before you submit proposals, could you please complete your profile by at least adding a profile title, overview and picture. Most clients pay close attention to freelancer profiles when they make hiring decision and you may want to make sure you make a great first impression.
