You can make this point in your proposal.  Or just don't waste your connects on the cheap ones.  If enough freelancers pass on jobs, clients will get the message.  Perhaps even better, come here and ask us why they don't get enough proposals!

That's your job. Upwork isn't here to promote one freelancer over another, and shouldn't be. It's just an infrastructure you use to make your sales pitches and manage your contracts. Selling yourself is 100% your responsibility, just like when you're communicating with prospects in other venues.

Now Upwork introduce new features to attract more clients. "Popular Projects".

Where you can place your projects and it's cost. So Client can see and request. Hope this helps.
