Suggestion: Preferred Qualification - Could Appear in Job snippet or at top of Job detail

Hi,

When a job link is initially clicked to view the full description page, I would like the "Preferred Qualification" and Activity section to appear in the same format "at the top" of the job description, instead of being at the bottom. http://prntscr.com/qg493l

Though I understand, that when finally applying for the job there is always a notification bar that appears on the top

about the client's preference. 

Anyhow, it would save a lot of time for freelancers if the section can be either

1-  moved up on the job description page or;

2- If it can be shown on the job snippet under the skills list as a one-liner.

I hope this can be implemented sooner to save freelancer's time.
