Can upwork allow suspended profile as active or unsuspended?

Depends on what you did wrong to deserve it.

A lot of client complaints about your job performance, overbooking hours, etc., Or something else that violated TOS is usually the cause.

I'm sure UW will let you know what to do next. Check your support ticket.
