You can't "switch" from freelancer to agency. You can add an agency to your freelancer account like this.

Remember that the agency account costs $ 20 a month plus connects.

Your freelancer account must describe you as an individual professional, it must not be about the agency.

Hi Aditya,

In order to create an agency and sell the services of other workers, you need to create an agency account. To do so, please go to Settings > My Teams, click on the green 'Create New Account' button, select the 'New Freelancer Agency Account' link, and fill out the form.
