TDS deduction is 5% even after submitting PAN number

Hi I have added PAN number last week to the upwork profile. Today I have received my payment with 5% deduction. I have added a ticket for the same but as soon as I add a ticket the status is automatically set to solved? This is **bleep** bad !

Help me credit back the rest of the 4% of TDS deduction. Thanks.
