Yes, you can, provided you haven't used it in the last 10 contracts and 3 months.

The effect of using the perk won't be seen until the JSS updates next time and you will lose 2 of your eligible weeks, but that's OK because you only need 13.

alright i just wanted so make sure everything's good

it's canceld contract with N/A feedback and didn't get anymoney from him

also when i contact you on the email to ask for removing it

what type should i ask for ?

1- Specify JSS Only

2- Hide from Profile and JSS

Obviously 1. as there is nothing showing on your profile because nothing was paid.

It is the poor private feedback the client left that affected your JSS. Because nothing was paid, the contract doesn't appear on your profile.

great i have sent request to remove it

last question : this canceltion happened like 2 week ago , it doesn't matter right ?

still what it did to my jss will remove anyway right ?

No, it doesn't matter, as long as it happened in the last calculation period.

No, your JSS will update next time it is recalculated, in 2 weeks.
