Talent Specialist: non-inviting invitation to interview

Sometimes it feels to me that Upwork Talent Specialists already have their favorites in advance, and sending out invitations just because they need more official offers.

They don't make any decisions, only the client does, wo who the talent specialists like best is ultimately irrelevant.

Not sure about that since it sometimes happens that the same agent always hires the same freelancer.

By 'agents', do you mean talent specialists or clients? If you mean talent specialists - they can only invite freelancers to apply for specific jobs. They make no hiring decisions. 

'Clients', who are not talent specialists, do the hiring. They make the decisions on who to hire regardless of whom a talent specialist has invited. And clients are free to hire the same freelancer as many times as they wish.

Agents or talent specialists do not hire freelancers at all, clients do.

All the talent specialists do is invite you to apply the application then goes straight to the client who will either take it further or not.
