Hello, I am new to upwork, I started doing some works but in order to take out the money I have to present my tax papers. The truth is that I am not enroled as a freelancer, I am argentinan but I am spending some time in germany. I am enroled as a normal worker, does anyone know if in order to withdraw the money from upwork I have to enrole myself as a freelancer first or I can do it with my regular paper? Thanks!

Upwork is not going to answer your questions about how to handle taxes in your specific locality (or localities, really, because you may be subject to multiple jurisdictions: town/city, count/regional, state/province, nation, etc.).
For that kind of information, you would need to consult with local experts and authorities.
But I can tell you that your ability to WITHDRAW EARNINGS from your Upwork account is not tied to your regisration status as a freelancer (something that applies to some - but certainly not all - freelancers, depending on where they live).
Your ability to WITHDRAW EARNINGS is based on setting up a withdrawal method on Upwork, such as ACH/bank account, Payoneer, PayPal, etc.
