Tax benefits for Hiring member outside USA

I am freelancer on Upwork but got few projects for which I am looking to hire staff. 

My questions are:

1) Being freelancer on Upwork, can I hire someone from Upwork?

2) Being in the USA, will I get any tax benefits for hiring someone outsider USA but through Upwork platform?

Thank you for reaching out to us. I would be happy to help. To be able to hire freelancers on Upwork you need to create a client account. You can create a client account by following these steps: 

• Go to Settings › Contact Info and choose the Create New Account button in the second section
• Choose New Client Account
• Once set up, use the account menu at the top-right of your screen to switch between using Upwork as a client, freelancer, or agency
