Time tracker activity

I haven't paid really close attention to the activity level on my time tracker screen shots. Or, actually, I look at the activity level itself and haven't paid much attention to the clicks/keyboard hits.

Today I took a look and I have this:

741 keyboard, 111 mouse = Level 7

0 keyboard, 98 mouse = Level 10

Going back through other work diaries, I can see this happens regularly. Technically higher activity results in a lower activity level. Am I missing something really obvious about this?

It counts the minutes during which there was activity.

so activity level 7 means there was activity in 7 out of the 10 minutes.

Activity level 10 means that there was activity in 10 out of the 10 minutes.

if you click on the actual green bar under a screenshot it opens up a breakdown of the minutes, minute by minute.
