When I try to submit a proposal I get this message "To submit a proposal, update your address"

Hello! I'm new to Upwork and recently I updated my profile and finally wanted to try to submit a proposal and I get this message: "To submit a proposal, update your address". Just to mention that i updated my adress... Some help?

Hi Sanela,

 

The reason why you receive this error is because your City is not listed in your address. To add your city please go to Settings > Contact Info > Location. Thank you.

Hi Mllos
Go to Profile Setting> Contact Info, click "Edit" next to the Location and update your address. I hope this information will be helpful for you.

thanks for reading.
actually i dont understand that it's been almost two week My job success score - Stuck at 88%. i get new reviewes from my clients and all are ended with 5 stars.
Any one Please help me tofind out what's the problem with my account
