To submit a proposal, update your address

I am trying to submit a proposal, but I keep getting the message "To submit a proposal, update your address." My address is correct and is in the correct country for the Job Details. I have tried re-updating my address and using a completely different browser.

I`m sorry about the invoice this had caused you. You will need to add your City to the City field as well. To do this please go to Settings > Contact Info > location > City. Thank you.
